Sur fond de Première Guerre mondiale, l’Allemagne l’a mise en pratique le 30 avril 1916 afin d’économiser le charbon, suivie par l’Angleterre un mois plus tard. En Suisse, pas de précipitation, eu égard à notre tempérament précautionneux.
En 1917, après un vaste débat, qui ne sera de loin pas le dernier, le Conseil fédéral prend position contre l’heure d’été. Estimant que les économies de charbon ne sont pas suffisantes pour justifier d’avancer d’une heure l’horloge nationale. Et puis les agriculteurs vont invoquer, eux, un argument de poids… d’au moins 200 kilos. Avec une traite avancée de soixante minutes, les vaches vont être perturbées et toute la production de lait risquerait d’en souffrir. Il y a péril sur la fondue! Le débat refera néanmoins surface durant la Seconde Guerre mondiale. En 1941, le Conseil fédéral se décide finalement à imposer l’heure d’été à des fins d’économies, mais mettra un terme à l’expérience deux ans plus tard. Essai non concluant.
Comme la Suisse, de nombreux pays vont abandonner l’heure d’été après la Seconde Guerre mondiale. Il faudra attendre le choc pétrolier des années 1970 pour la voir ressurgir. L’Italie l’adopte en 1970, la France en 1976, l’Allemagne et l’Autriche en 1980. De nouveau, pourtant, le décalage horaire ne passe pas la frontière helvétique. Le 28 mai 1978, les Suisses refusent à 52% par référendum de perdre une heure de sommeil au printemps. La perturbation causée aux bovins est de nouveau évoquée entre autres arguments.
