Pendant la guerre du Vietnam, les États-Unis ont utilisé l’opération secrète Popeye pour manipuler délibérément le climat, intensifiant les pluies et ralentissant l’ennemi – un chapitre de l’histoire qui a fait l’objet d’une enquête et d’un travail de documentation par le Sénat américain.
