Selon Bloomberg et l’AP, cette décision aurait été motivée par le soutien accru de la Corée du Nord à l’armée du président Vladimir Poutine et par l’augmentation des attaques de missiles et de drones russes contre son voisin.

Cette résolution a été proposée conjointement par le sénat Américain et par la chambre des représentants. Elle donne une base légale pour une guerre contre la Russie. Le vote historique du 4 décembre 2014 qui pourrait avoir un impact sur des centaines de millions de personnes à l’échelle mondiale donne carte blanche au Président Américain et commandant en chef des armées.
En raison de cette résolution 758, le Président Américain peut entrer dans un processus de confrontation militaire contre la Russie dès maintenant et sans consentement du congrès.

On se souviendra du Crash du vol MH 17 de la compagnie Malaysia Airlines, un vol international régulier reliant Amsterdam à Kuala Lumpur et qui avait été abattu en vol le dans la région de Donetsk, dans l’est de l’Ukraine où un conflit armé était en cours mais le survol n’était pas interdit aux avions civils. Aucun survivant n’avait été retrouvé parmi les 283 passagers et 15 membres de l’équipage. Le parquet néerlandais avait annoncé le 28 septembre 2016 que l’enquête pénale internationale qu’il coordonnait avec des enquêteurs venus de Belgique, d’Australie, de Malaisie et d’Ukraine, avait confirmé que le missile avait été tiré depuis un territoire alors contrôlé par les séparatistes pro-russes, après avoir été acheminé depuis la Russie.
Cet attentat avait d’ailleurs contribué à la mise en place de la résolution 758 votée en toute hâte par le congrès US le 4 décembre 2014 avant que la dite enquête ne fusse terminée.
Je rappelle que la résolution 758 permet au président Américain et au commandant des armées de déclarer la guerre à la Russie sans passer par le congrès. A toutes fins utiles je remet en ligne en fin d’article, la vidéo qui l’atteste.

The decision was reportedly shaped by North Korea ramping up support for President Vladimir Putin’s army and an increase in Russian missile and drone attacks on its neighbor.

This resolution was proposed jointly by the US Senate and the House of Representatives. It provides a legal basis for war against Russia. The historic vote of December 4, 2014, which could impact hundreds of millions of people worldwide, gives carte blanche to the American President and Commander-in-Chief of the armed forces.
Due to this Resolution 758, the American President can enter into a process of military confrontation against Russia immediately and without the consent of Congress.
